What is the Carbon Neutral Review Panel (CNRP)?
Design Review is an independent and impartial process for evaluating the quality of significant developments. Design Reviews are specifically referenced in the government's National Planning Policy Framework (NPPF). This method of ensuring the highest possible quality of development has been in practice for years and Nottingham City has applied this process in numerous occasions; here is Nottingham’s Guide to Design Review.
Nottingham City Council is in the process of setting up an independent panel of experts to review the environmental credentials and carbon neutral credentials of schemes: The Carbon Neutral Review Panel.
How will the CNRP operate?
The panel will work exactly as a Design Review Panel, here are the Principles of Design Review. Members must declare any conflict of interest before taking part in a panel review. Information about the scheme is shared with the expert members taking part in the review and these will attend a workshop with the applicants and planning officers to ask any questions they might have regarding the proposal. After all questions are asked and the application material is reviewed, expert panel members will give their technical, impartial opinion and make suggestions for improvements. The outcomes of the review process are registered in a brief that becomes a material consideration for the planning decision process.
Which schemes will be undergoing review?
Initially, only major developments and proposals that are of significant impact will be required to undergo design review. In all other cases, applicants might choose or be advised to undergo a CN review in order to gain expert advise on how to improve the environmental performance of their scheme. Nottingham City Council will review the need for other developments to undergo CN review on the basis of resources and capacity.
Who can become an expert panel member?
The City Council has a strict protocol to approve expert panel members and requires that they adhere to the Seven Nolan Principles of Public Life. Applicants must demonstrate adequate qualifications and track record of experience in the field in order to become members of a review panel.
